Supreme Decree No. 5748 of 13 October 2026 rewards exporters whose suppliers invoice properly, but sets no deadline for issuing the certificate itself. It takes effect on 1 June 2027.

Board Regulatory Resolution No. 102600000039 creates a dedicated channel in the online tax office for VAT-free invoicing of the first sale of the inputs, equipment and capital goods listed in Supreme Decree No. 5709.

The law approves the Extended Fund Facility loan and annexes the policy memorandum that sets out reforms to 2029. The IMF Executive Board approved the arrangement on 2 October.
